So to explain with rough example: base casting points is 10, you have trait that gives 10, and research tome that gives 5, so total is 25, you researched 10 more tomes that is 25 + 10 * 5 = 75, this is max casting or the one you see. Max spell casting amount is calculated based on tomes and traits, thus I think this is a waste of time for Zanzer to do. City population is limited in code to 30, you can install mod to increase this to higher number.
